Manager Learning, Planning and Quality Assurance - Wellington, Permanent Full Time

Te Haeata/The Opportunity

This is an opportunity to lead a critical function within OSD Learning and Development, a technical learning team that supports frontline and operational capability across Courts and Tribunals and National Service Delivery. At a time when the way we plan, prioritise and measure learning is continuing to mature, you will lead the specialist team that brings structure, evidence and insight to the OSD L&D work programme.

Your team will help shape where effort is focused, how learning work is prioritised, and how the quality and impact of learning are understood. This role is ideal for a leader who enjoys building effective systems, developing people, using data to support good decisions, and working with others to improve learning outcomes for kaimahi and support Operations and Service Delivery to achieve its goals.

You will have the opportunity to strengthen how OSD L&D operates as a strategic business partner by improving planning disciplines, quality assurance practices, evaluation approaches and learning insights. This is a role where you can make a visible contribution to the way learning investment is understood, prioritised and continuously improved.

In this role you will:

• Lead the planning, quality and assurance function for OSD Learning and Development
• Provide strategic oversight of the OSD L&D work programme, including prioritisation, sequencing, resourcing and reporting
• Lead the development and continuous improvement of quality assurance frameworks, evaluation tools, learning metrics and reporting
• Use data, feedback and business insights to support evidence-based decisions and continuous improvement
• Oversee learning asset management, review cycles and the sustainability of learning resources
• Partner with the Learning Partner, delivery teams and OSD leaders to ensure learning activity is aligned to business priorities and delivers measurable value
• Lead and develop a specialist team across evaluation, reporting, asset management and work programme coordination

To be successful in the role you will have:

• Experience leading planning, quality assurance, evaluation, reporting or continuous improvement functions
• Strong people leadership experience, including leading specialist teams through change and ambiguity
• Experience using data, insights and reporting to support prioritisation, decision-making and performance improvement
• Understanding of learning evaluation, capability mapping, competency frameworks or learning needs analysis
• Experience with work programme planning, project management, prioritisation and reporting
• Strong relationship management and influencing skills, with the ability to work through others and build credibility with senior stakeholders
• Strong written and verbal communication skills, including the ability to turn complex information into clear advice
• Understanding of Te Tiriti o Waitangi, te ao Māori and tikanga, and a commitment to applying this in learning and development

Utu ā-tau/Salary

Salary Range: The appointing salary for this role will be between $130,129 and $168,062 based on skills and experience.
