Te Haeata/The Opportunity
We're looking for an experienced Property Programme Manager to lead delivery across a significant portfolio of property and construction projects within our Capital Delivery team.
Our Property team delivers a nationwide programme of courthouse builds, major redevelopments, refurbishments, relocations, and minor works. This role sits at the centre of that delivery and is accountable for both programme leadership and direct project delivery.
This is not a purely oversight or governance role. Around 50% of your time will be spent directly leading projects or programmes, with the balance focused on leading a team of Project Managers and ensuring consistent, high-quality delivery across the programme.
You will bring practical, hands-on experience in construction or property delivery environments and be comfortable operating at both the detail level of project execution and the strategic level of programme leadership.
This role would not suit candidates whose experience is primarily in non-built environment programmes.
Examples of the work you will do include:
- Leading the delivery of complex property and construction projects, including direct project accountability
- Managing and mentoring a team of Project Managers across a national delivery programme
- Ensuring projects are delivered on time, within budget, and to agreed quality standards
- Overseeing programme performance, identifying risks, and intervening where required to support delivery
- Managing project budgets, financial forecasting, and ensuring strong commercial discipline
- Leading procurement activities and ensuring robust contract management practices
- Engaging with contractors, consultants, and suppliers across construction delivery
- Building and maintaining relationships with stakeholders including iwi, local government, and justice sector partners
- Providing clear and accurate reporting to governance groups and senior leadership
- Supporting continuous improvement of property delivery practices and standards
This role combines delivery leadership and people leadership. Its purpose is to ensure property projects are not only well-managed, but successfully delivered on the ground.
Ō pūkenga/Skills and Experience
This role requires strong, practical experience in property or construction project delivery. Applicants without this background are unlikely to be suitable.
Relevant experience includes:
- Leading delivery of capital works, construction, or infrastructure projects
- Managing multiple projects or programmes within the built environment
- Working with contractors, consultants, and professional service providers (e.g. engineers, architects, quantity surveyors)
- Delivering projects across their full lifecycle, from planning through to completion
- Managing budgets, procurement, and commercial aspects of construction delivery
- Leading or mentoring project teams within a delivery environment
- Working in complex, multi-stakeholder environments
To be successful in this role you will demonstrate:
- Proven experience delivering property or construction projects
- Confidence operating as both a hands-on project leader and a people leader
- Strong understanding of construction delivery, procurement, and contract management
- Ability to manage multiple workstreams and intervene to keep delivery on track
- Sound judgement and the ability to identify and manage risks early
- Strong stakeholder management and communication skills
- A practical, delivery-focused mindset with a willingness to step in and lead from the front
Experience working within the public sector is advantageous.
Relevant qualifications may include:
- Construction project management
- Engineering, architecture, or related built environment disciplines
- Or equivalent experience in construction or infrastructure delivery
If your background is primarily in non-built environment programmes and / or without hands-on construction delivery experience, this role will not be the right fit.

Utu ā-tau/Salary
The appointing salary for this role will be between $149,972 and $193,782 based on skills and experience.
