This is an exciting time for Te Arawhiti – the Office for Māori Crown Relations. We're about to enter a new phase for the organisation, taking on a new name, with a strengthened focus on completing historical Treaty settlements and supporting Takutai Moana determinations.
Following Government's decisions last year to transfer the Māori Crown Relations portfolio to Te Puni Kōkiri, we've redesigned Te Arawhiti so it's ready to take on new challenges, while maintaining much of the unique mahi that makes the culture of our organisation so special. At Te Arawhiti you'll be exposed daily to tikanga Māori, supported and encouraged to develop skills and an understanding of te ao Māori, and experience the personal connections and privilege of resolving historical Treaty claims and supporting the recognition of customary Takutai Moana rights.
Te Haeata/The Opportunity
The Manager Policy manages a policy team that is heavily involved in developing the Takutai Moana strategy and associated policies, advises on the policy approach and response to Waitangi Tribunal litigation impacting the Treaty settlement framework.
You will be responsible for ensuring the delivery of the work programme of the team, which includes providing policy support to Ministers and across Te Arawhiti operations, particularly in relation to Treaty settlement negotiations and applications under the Marine and Coastal Area (Takutai Moana) Act 2011.
The manager provides daily people management, guides the team to work collaboratively with internal teams and external stakeholders, and develops the skills and expertise of team members as needed.
In addition to having experience leading and managing teams of policy experts to deliver to a work programme that you have direct responsibility for, you will need an understanding of the Treaty settlement policy framework, the Marine and Coastal Area (Takutai Moana) Act 2011 and Ngā Rohe Moana o Ngā Hapū o Ngāti Porou Act 2019, along with Māori Crown policy perspectives and frameworks.
Having knowledge of government structures and processes, you will have experience providing advice to Ministers, Cabinet Committees, or Select Committees to assist in the passage of policy or legislation through the Committee stages and the House. Your professional expertise will be in communicating and promoting policies or legislation, preparation of speeches for the Minister and others, provision of information for Select Committee and response to public enquiries in their areas.

Te Arawhiti is a Departmental Agency of Te Tāhū o te Ture - the Ministry of Justice. Our mahi sees the Crown addressing historical breaches of, and obligations under Te Tiriti o Waitangi, we work to restore the Crown's relationship with Māori and help recognise Māori customary rights under Takutai Moana legislation.

Utu ā-tau/Salary
The appointing salary for this role will be between $128,129 and $179,192 based on skills and experience.
